Windows 10 Defender appears to only be partially disabled during the install of Norton 360.The Windows Defender Services are disabled by stopping them and setting them to Manual but key Windows registry entries appear to be missing.The symptom is that while Windows Update reports a Definition Update for Defender is available, it cannot download or install same.
While I would not call this issue resolved, I did find what I believe to be the root cause.
